Yes that images was from Royals, which I believe had the same artist as All-New X-Factor (or at least looks very similar)

X-Factor was drawn by Carmine Di Giandomenico, Kris Anka did covers
The Marvel Boy pic from Royals was drawn by Kris Anka, it was a cover
The Royals interior was drawn by Thony Silas (X-Men Gold and that Madripoor series where Psylocke got her groove back.

All three of them are very similar.

In conclusion Kris Anka drew Quicksilver on the All New X-Factor and Noh-Varr on the Royals covers, so Nu-D was right in feeling they looked similar
