The same Beast who was arrested by Domino, Omega Red and Sage last issue of X-Force which was written by the same person who wrote this issue?

I think it's just meant to be an expansion of the last (Wolverine) issue, occurring before what happened in X-Force #35. Yeah it's a bit annoying they didn't schedule it better but nothing that out of the ordinary.
That said, while I've basically been ignoring these two titles, I decided to take a look and yeesh, this somehow got even worse. Percy has basically straight-up ruined Beast as a character IMO, and I don't think anything beyond an imposter/mind control/etc would be a fix for that. And while that's also a huge cop-out, at least it'd be better than this.
It reminds me a bit of in IDW's Transformers where Prowl (a "I know better than everyone" good guy like Beast) started doing increasingly morally reprehensible things, and then it got revealed he was being mind controlled, and he asked all the other good guys "how could you think it was actually me?" Well because taking good but sometimes morally bendable characters and then making them go down a 'dark path' of doing worse and worse things to the point of outright villainy is usually just bad writing, and that's probably what is happening here.
Not to mention that using a feral Wolverine as an assassin just seems like a really bad idea. You've got an entire island of superhumans and you can't come up with a better way to kill people secretly? Feral Wolverine is the opposite of subtle. I do like the data page of Beast spinning things around on X-Desk/Danger with the robot doubles. There's a better plot there where his use of Wolverine in such a ham-fisted way is on purpose so he can get 'caught' and set up that reveal, but given how angry he gets at Wolverine this clearly was just a seat-of-his-pants save and notplanned.
