Not much to say.

Vic Chalker wore a suit of armor. It increased his strength, protected him from injury, and was equipped with lasers and boot jets.

Rick Chalker was a cyborg called Number One Fan, who replaced his hands with spinning, razor-lined propellers.

Dick Chalker was a mutant named Carnivore who resembled a humanoid dinosaur. He had saurian strength and agility, claws, and fangs.

Is there any reason Kitty couldn't use her powers to shrink similarly to Hank Pym's explanation of them in the Ant-Man movie? Basically reducing the space between atoms to make things smaller?

Shadowcat's powers don't work like that at all. Her power takes advantage of the space between atoms, squeezing through the excess space. Reducing the space between atoms would be inherently contrary to the mechanism her phasing employs to work.

Is Raptor (Gary Wilton Jr.) a mutant? His trading card that came with his 1993 Annual appearance mentioned him to be a latent mutant, but his backstory sounds more like a human artifically mutated in-utero.

Raptor was created at a time when anyone born with their powers was considered a mutant because they had an "x-factor" in their genes, before the common understanding that Mutant(TM) powers came from a specific X-Gene. Because of his minimal appearances since then, the issue has never been revisited.

Whoops, for some reason I thought her powers allowed her to spread her atoms out to move between things.

Snot possesses a superhuman nasal cavity that contains mucus of exotic properties. He can sneeze or snort in order to propel his mucus a much greater distance than any normal human. He also produces far more mucus than normal. Snot's mucus is abnormally elastic and adhesive. It can cling to his targets, restricting their movements and gluing them to the floor or anything else they touch. It absorbs force which, combined with its slippery and adhesive properties, makes it difficult to remove. A targeted snotball can block off orifices, potentially asphyxiating and killing an opponent.

Mudbug has an animal mutation that causes him to resemble a crawfish. The majority of his body is covered with a hardened exoskeleton armor, including his head, limbs, and backside. He possesses great strength and durability with his arms' pincer claws able to exert vise-like pressure. He is amphibious, and able to swim at high speeds. Like the crustacean he resembles, Mudbug has a soft underbelly. The only portion of his frame that still appears human is the front of his chest, roughly the same surface area as Chamber's energy cavity. He also has a pair of normal human arms extending from his sides, which act as smaller supplementary limbs to his larger crawfish claws.

Tin Man is a technokinetic, able to animate and control mechanical systems. He specializes in reconstructing raw materials into lifelike robotics, such as forging a massive hand able to grab and strike at his environment, or building an exoskeleton of metal around himself like a giant robot body. Tin Man's bio-mechanical physiology has also absorbed metal into his biology, using scrap to rebuild and replace damaged organic tissue. This makes him into a naturally-occurring cyborg. The extent to which he can upgrade and alter his own body in this manner is unknown.

Heart Attack was enhanced by the Firm to possess augmented strength, endurance, and reflexes. She wore armor that increased her resistance to harm and used various weapons like a laser, energy blade, and comically 90's sized hand cannons.

Shock was the daughter of one of the Mr. Fears. She recreated his fear chemical into a potion that physically transformed her into a monstrous-looking body able to generate the flight scent fear chemical at will. Shock could manipulate the fear effect to a certain degree, causing people to experience generalized fear or the outbreak of specific phobia reactions.
