Can it actually be cut?

(Spoilers below)

I just watched the first episode of Marvel's Inhumans and I wanted to know if this has actually happened in the comics.

Yup. The scene is partially adapted from the Marvel Knights Inhumans maxi-series.

However, the series later established that Medusa's mental control over her hair means it can only be cut when she allows it to be, and this was all part of a larger plan Black Bolt had to counter the plan Maximus was unfolding at the time.

With regards to the strength of Medusa's hair, does she have any degree of superstrength that allows her hair to lift people or heavy objects without snapping her neck?

Yes-ish.

All Inhumans come from Kree-enhanced human stock, and can lift about one ton unless their Terrigenesis changes that up or down. Medusa also uses Doc Ock's trick of anchoring herself with strands of hair while also lifting heavy weights with it, so that the weight is distributed through the hair and not her neck, spine, etc. alone.
